海(hai)洋生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)質量監(jian)(jian)測(ce)作為(wei)國家生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)網(wang)的(de)重(zhong)要(yao)組(zu)成部分,為(wei)近(jin)岸海(hai)域(yu)水質目標考核、重(zhong)點海(hai)域(yu)綜合治理攻堅(jian)戰和美麗海(hai)灣(wan)建設成效評估等提供了(le)真實、準確、全面(mian)的(de)基礎數據。為(wei)深入貫徹落實《關于加快建立現(xian)代化生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)體系(xi)的(de)實施(shi)意見》要(yao)求,近(jin)日,生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)部印(yin)發了(le)《國家生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)網(wang)絡(luo)數智化轉型(xing)方案》,旨在(zai)深化生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)改革,引領帶動生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)高(gao)質量發展,明確了(le)國家海(hai)洋生(sheng)態(tai)環(huan)(huan)境(jing)(jing)(jing)(jing)(jing)監(jian)(jian)測(ce)網(wang)數智化轉型(xing)方向。
一數智(zhi)賦能(neng),補強國家海洋生態環境監測網絡(luo)建(jian)設短板
“十(shi)四(si)五”期間(jian),生(sheng)(sheng)態(tai)環(huan)境(jing)部(bu)形成了以管(guan)轄(xia)海(hai)(hai)(hai)域1359個(ge)國(guo)(guo)控點(dian)(dian)位為(wei)基礎的國(guo)(guo)家(jia)海(hai)(hai)(hai)洋生(sheng)(sheng)態(tai)環(huan)境(jing)質量(liang)(liang)監(jian)測(ce)(ce)(ce)網(wang)絡(luo),為(wei)真實(shi)(shi)客(ke)觀反映海(hai)(hai)(hai)水水質狀況和(he)(he)變化趨勢、重(zhong)點(dian)(dian)海(hai)(hai)(hai)域綜合治理攻堅戰(zhan)行(xing)動(dong)和(he)(he)美麗海(hai)(hai)(hai)灣(wan)建設(she)等(deng)提供了基礎數據(ju)保障。但在技術裝備上仍存在短板,主(zhu)要(yao)體現(xian)在以下幾方(fang)面。一是受(shou)制于監(jian)測(ce)(ce)(ce)手段,目前仍以船舶定點(dian)(dian)采(cai)樣為(wei)主(zhu),海(hai)(hai)(hai)水水質自(zi)動(dong)監(jian)測(ce)(ce)(ce)和(he)(he)走航監(jian)測(ce)(ce)(ce)技術應用有限,制約了監(jian)測(ce)(ce)(ce)效率。二是受(shou)天氣、潮流等(deng)影響,海(hai)(hai)(hai)上采(cai)樣難度大、耗(hao)時(shi)長(chang),快速(su)主(zhu)動(dong)發現(xian)問題、提前預(yu)測(ce)(ce)(ce)預(yu)警等(deng)能力不足。三(san)是國(guo)(guo)家(jia)網(wang)海(hai)(hai)(hai)水和(he)(he)沉積物樣品采(cai)集、預(yu)處理和(he)(he)分(fen)析(xi)測(ce)(ce)(ce)試主(zhu)要(yao)依靠(kao)手工開展(zhan),監(jian)測(ce)(ce)(ce)數據(ju)質量(liang)(liang)易受(shou)環(huan)境(jing)條(tiao)件和(he)(he)人為(wei)干(gan)擾。因此,迫切(qie)需要(yao)開展(zhan)國(guo)(guo)家(jia)海(hai)(hai)(hai)洋生(sheng)(sheng)態(tai)環(huan)境(jing)監(jian)測(ce)(ce)(ce)網(wang)絡(luo)數智化轉型,實(shi)(shi)時(shi)獲(huo)取覆蓋綜合治理攻堅戰(zhan)重(zhong)點(dian)(dian)海(hai)(hai)(hai)域的連(lian)續性監(jian)測(ce)(ce)(ce)數據(ju),通過數智化賦能,助推國(guo)(guo)家(jia)海(hai)(hai)(hai)洋生(sheng)(sheng)態(tai)環(huan)境(jing)監(jian)測(ce)(ce)(ce)網(wang)絡(luo)建設(she)發展(zhan),為(wei)重(zhong)點(dian)(dian)海(hai)(hai)(hai)域生(sheng)(sheng)態(tai)環(huan)境(jing)質量(liang)(liang)保護(hu)監(jian)管(guan)提供高效支撐(cheng)。
二整合(he)資(zi)源,合(he)力(li)推進數智(zhi)化轉型與能力(li)提(ti)升
近年來(lai),國家海(hai)(hai)洋(yang)(yang)(yang)環(huan)境(jing)(jing)監(jian)測(ce)(ce)(ce)中(zhong)心(xin)(xin)統籌整合流域(yu)海(hai)(hai)域(yu)監(jian)測(ce)(ce)(ce)機構技(ji)術(shu)力量(liang)和地方監(jian)測(ce)(ce)(ce)機構資源優勢,建立了國家、流域(yu)海(hai)(hai)域(yu)和海(hai)(hai)洋(yang)(yang)(yang)生態環(huan)境(jing)(jing)監(jian)測(ce)(ce)(ce)基地“1+3+N”國家海(hai)(hai)洋(yang)(yang)(yang)生態環(huan)境(jing)(jing)監(jian)測(ce)(ce)(ce)網絡一體化運行(xing)模(mo)式。基于海(hai)(hai)洋(yang)(yang)(yang)生態環(huan)境(jing)(jing)監(jian)測(ce)(ce)(ce)基地能力建設要(yao)求,國家海(hai)(hai)洋(yang)(yang)(yang)環(huan)境(jing)(jing)監(jian)測(ce)(ce)(ce)中(zhong)心(xin)(xin)將協(xie)同相關監(jian)測(ce)(ce)(ce)機構在數智化轉(zhuan)型方面(mian)重(zhong)點聚(ju)焦如(ru)下工作。
一是(shi)開(kai)展船載走航海(hai)(hai)(hai)水(shui)(shui)水(shui)(shui)質自(zi)動監測。實(shi)(shi)現(xian)覆蓋(gai)船舶航行海(hai)(hai)(hai)域表層海(hai)(hai)(hai)水(shui)(shui)常(chang)規指標自(zi)動原(yuan)(yuan)位(wei)取樣(yang)、預處(chu)理、分(fen)析(xi)(xi)和(he)實(shi)(shi)時(shi)數據(ju)采集(ji)傳輸,及時(shi)發現(xian)環境(jing)異常(chang),精準評估重(zhong)點(dian)污(wu)染海(hai)(hai)(hai)域污(wu)染分(fen)布。二是(shi)建(jian)設(she)無人(ren)自(zi)動實(shi)(shi)驗室。分(fen)區域建(jian)設(she)海(hai)(hai)(hai)水(shui)(shui)水(shui)(shui)質無人(ren)自(zi)動實(shi)(shi)驗室,集(ji)中實(shi)(shi)現(xian)樣(yang)品(pin)流(liu)(liu)轉(zhuan)、保(bao)存、分(fen)析(xi)(xi)、質控與(yu)數據(ju)報送的全流(liu)(liu)程無人(ren)管理,滿(man)足海(hai)(hai)(hai)水(shui)(shui)痕量分(fen)析(xi)(xi)的高精度要求。三是(shi)在海(hai)(hai)(hai)水(shui)(shui)養殖區、河(he)口和(he)海(hai)(hai)(hai)水(shui)(shui)浴場等(deng)開(kai)展無人(ren)機(ji)海(hai)(hai)(hai)上智(zhi)能(neng)采樣(yang)和(he)現(xian)場原(yuan)(yuan)位(wei)監測技術(shu)研究與(yu)試點(dian),提(ti)升現(xian)場作業效率。四(si)是(shi)構建(jian)遙(yao)(yao)感技術(shu)自(zi)動化監測體系,利用AI遙(yao)(yao)感解譯算法實(shi)(shi)現(xian)海(hai)(hai)(hai)洋環境(jing)污(wu)染和(he)生態(tai)破(po)壞問(wen)題(ti)等(deng)的快速識別,提(ti)升遙(yao)(yao)感主動發現(xian)問(wen)題(ti)的能(neng)力。五是(shi)按照“一張感知(zhi)網、一個數據(ju)中心、一個可視化分(fen)析(xi)(xi)平臺”的架構,整合數據(ju)資(zi)源,開(kai)展數據(ju)融合,引入大模型技術(shu),提(ti)升對海(hai)(hai)(hai)洋生態(tai)環境(jing)質量的智(zhi)慧感知(zhi)監測、智(zhi)能(neng)研判分(fen)析(xi)(xi)、智(zhi)能(neng)決策支持(chi)等(deng)能(neng)力。
三夯實基(ji)礎,切實保障(zhang)監測數據質量生命線
數(shu)(shu)據質(zhi)(zhi)(zhi)量(liang)是(shi)監(jian)(jian)(jian)測的(de)生命線,確保(bao)監(jian)(jian)(jian)測數(shu)(shu)據真、準、全(quan)、快、新(xin)是(shi)國家網海(hai)水水質(zhi)(zhi)(zhi)監(jian)(jian)(jian)測數(shu)(shu)智(zhi)化轉(zhuan)型(xing)的(de)核(he)心(xin)要(yao)求(qiu)。當前(qian)海(hai)洋生態環境(jing)質(zhi)(zhi)(zhi)量(liang)數(shu)(shu)智(zhi)化監(jian)(jian)(jian)測尚處于起步階(jie)段(duan),應始(shi)終(zhong)將監(jian)(jian)(jian)測數(shu)(shu)據質(zhi)(zhi)(zhi)量(liang)放在首要(yao)位置,以(yi)監(jian)(jian)(jian)測全(quan)過程可追(zhui)溯、監(jian)(jian)(jian)測數(shu)(shu)據真實(shi)、準確為出發點,強化監(jian)(jian)(jian)測質(zhi)(zhi)(zhi)量(liang)控制(zhi),提升監(jian)(jian)(jian)測能力水平,保(bao)證(zheng)監(jian)(jian)(jian)測數(shu)(shu)據的(de)有(you)效性和代表性。
一是建(jian)立數(shu)(shu)智化(hua)監(jian)(jian)(jian)測(ce)(ce)設(she)(she)備(bei)量(liang)值溯源體(ti)系。要(yao)研究(jiu)建(jian)立船載走航自動(dong)監(jian)(jian)(jian)測(ce)(ce)、無(wu)人(ren)自動(dong)實驗(yan)室分析端設(she)(she)備(bei)、無(wu)人(ren)機(ji)海上(shang)智能(neng)(neng)(neng)采(cai)樣和(he)現(xian)場原位(wei)監(jian)(jian)(jian)測(ce)(ce)等儀(yi)器設(she)(she)備(bei)計(ji)量(liang)校準(zhun)(zhun)(zhun)方法(fa)(fa),確保(bao)儀(yi)器性(xing)能(neng)(neng)(neng)指標(biao)滿(man)足測(ce)(ce)量(liang)要(yao)求,為監(jian)(jian)(jian)測(ce)(ce)數(shu)(shu)據的(de)準(zhun)(zhun)(zhun)確、可(ke)(ke)比(bi)、可(ke)(ke)溯源等提(ti)供技(ji)術(shu)(shu)支(zhi)撐。二是構建(jian)數(shu)(shu)智化(hua)監(jian)(jian)(jian)測(ce)(ce)質量(liang)控(kong)(kong)制(zhi)體(ti)系。充(chong)分利用區塊鏈技(ji)術(shu)(shu)確保(bao)數(shu)(shu)據的(de)真實性(xing)和(he)不可(ke)(ke)篡改(gai)性(xing),通過AI算(suan)法(fa)(fa)實現(xian)異常(chang)(chang)監(jian)(jian)(jian)測(ce)(ce)數(shu)(shu)據自動(dong)預警(jing),通過遠程控(kong)(kong)制(zhi)技(ji)術(shu)(shu)對設(she)(she)備(bei)進行自動(dong)化(hua)校準(zhun)(zhun)(zhun)和(he)維護,確保(bao)設(she)(she)備(bei)運行正常(chang)(chang),通過高(gao)頻率、精細化(hua)的(de)實驗(yan)室內部質量(liang)控(kong)(kong)制(zhi)和(he)外(wai)部質量(liang)控(kong)(kong)制(zhi),確保(bao)數(shu)(shu)智化(hua)監(jian)(jian)(jian)測(ce)(ce)設(she)(she)備(bei)的(de)穩(wen)定性(xing)、連續性(xing)、準(zhun)(zhun)(zhun)確性(xing)。三是建(jian)立數(shu)(shu)智化(hua)監(jian)(jian)(jian)測(ce)(ce)標(biao)準(zhun)(zhun)(zhun)體(ti)系。針對智能(neng)(neng)(neng)分析儀(yi)器、傳感器等設(she)(she)備(bei)技(ji)術(shu)(shu)要(yao)求和(he)性(xing)能(neng)(neng)(neng)指標(biao)測(ce)(ce)試,設(she)(she)備(bei)檢定校準(zhun)(zhun)(zhun)、安裝(zhuang)、維護和(he)驗(yan)收,數(shu)(shu)據采(cai)集和(he)傳輸(shu)、質量(liang)控(kong)(kong)制(zhi)等內容制(zhi)訂(ding)技(ji)術(shu)(shu)規范(fan)和(he)標(biao)準(zhun)(zhun)(zhun),為數(shu)(shu)智化(hua)監(jian)(jian)(jian)測(ce)(ce)提(ti)供技(ji)術(shu)(shu)支(zhi)持。
下(xia)一步(bu),國家(jia)海(hai)(hai)洋環境(jing)監(jian)測中心將按(an)照《國家(jia)生(sheng)(sheng)態環境(jing)監(jian)測網(wang)絡(luo)數(shu)(shu)智化轉(zhuan)型方案》要求(qiu)(qiu),以生(sheng)(sheng)態環境(jing)管(guan)理需求(qiu)(qiu)為牽(qian)引,按(an)照系統謀劃、分步(bu)實(shi)施、先立后破、自(zi)主可控的(de)原則,加快推進國家(jia)海(hai)(hai)洋生(sheng)(sheng)態環境(jing)監(jian)測網(wang)絡(luo)數(shu)(shu)智化轉(zhuan)型,提高(gao)海(hai)(hai)洋生(sheng)(sheng)態環境(jing)監(jian)測數(shu)(shu)據(ju)(ju)實(shi)效和(he)(he)監(jian)測質控技術水(shui)平,滿(man)足大數(shu)(shu)據(ju)(ju)關聯分析和(he)(he)深(shen)度挖(wa)掘需求(qiu)(qiu),為美麗海(hai)(hai)灣監(jian)測評(ping)價、重(zhong)點海(hai)(hai)域綜合(he)治理攻堅戰、區域海(hai)(hai)洋生(sheng)(sheng)態質量評(ping)價提供全(quan)面數(shu)(shu)據(ju)(ju)支(zhi)撐。
